Why isn't Zenless Zone Zero open world?

The only reason why there is no Zenless Zone Zero open world is the fact that it is simply a design choice. Hoyoverse wants to expand its portfolio as you may have noticed. To this end, the studio has released a plethora of games in different genres. Honkai Impact 3rd, its first-ever massive hit internationally was a hack-and-slash action game.

The studio completely switched things with Genshin Impact, which had a massive world with exploration and puzzles as its main focus. Honkai Star Rail is also different from other Hoyo games as it offers a turn-based classic JRPG experience that you get from games like Final Fantasy, Persona, Shin Megami Tensei, or Dragon Quest.

Similarly, Zenless Zone Zero is an ARPG with hack-and-slash gameplay that offers a more challenging game loop to compensate for the lack of an open world. You still have smaller hub areas like New Eridu which you can explore at your whim.
