1) More freedom for the tournament organizers

Tournament organizers will have greater flexibility regarding the formats they prefer to run. While there will be a structured split format, they will be free to create split formats for the betterment of their respective communities.

2) Co-streaming and broadcast rights

The EMEA Regional Leagues will be eligible for both studio and remote setups as part of their broadcasts. It will also not be necessary to air every match.

This will give tournament organizers more room to co-stream their matches. Furthermore, fans can have a better experience watching first-person streams.

3) Emergency substitution

Riot Games has removed the rule that requires a team to have a necessary substitute. Teams will be allowed to acquire an emergency player during a competition if needed.

4) Locally trained representatives

Certain EMEA Regional Leagues may experience a rise in the number of locally trained representatives, as tournament organizers will have the discretion to allocate an additional slot per league. This adjustment is intended to facilitate the advancement of regional players.

5) Event requirements

To enhance the sustainability of the EMEA Regional Leagues, Riot Games has opted to eliminate the obligation of conducting mandatory live events. This decision will allow tournament organizers to allocate their resources more effectively.

Moreover, the regulations of participation in third-party competitions will also exhibit flexibility, thereby providing increased competitive opportunities for teams and players within the EMEA region.

6) Division Two

EMEA Regional Leagues will not be required to maintain a 2nd Division. Nonetheless, a promotion-relegation tournament will still be mandated to occur at least once during the competitive season, allowing for the potential promotion of at least one team.
