The League of Legends patch 14.15 preview showcases a glimpse of the adjustments coming to the MOBA. Besides champion tweaks, significant modifications are expected with various boots. Moreover, some items will change how the ADC role is played. These changes are at an early stage and may vary after being tested on PBE servers; nevertheless, the LoL community can get a rough idea of what to expect next.

Phroxzon, LoL Riot's Lead Gameplay Designer, unveiled some of the forthcoming changes via the League of Legends patch 14.15 preview on X. The following are all the tweaks included in the preview so far:

The boot items have been very powerful in relation to their cost; thus, Riot Phroxzon spoke of an indirect effect where players with limited resources have been prioritizing boots over Epic components, which are typically only used at higher levels of gameplay.
Regarding the update to various boot items, Phroxzon also asserted:
"For a long time, defensive boots have been too good in high levels of play (especially) while being unattractive in lower levels. This often results in mirror matchup defensive boot-laning phases in mid lane where neither player is able to die and they opt to farm it out instead."
As a result, Riot is now looking to lessen the effectiveness of all boots and weaken early MR components, as Mercury's Treads have been made excessively strong compared to other options. This would mean boosting the value of HP in those specific cases where it is more commonly used by tanks and fighters.
Furthermore, nerfs to Statikk Shiv, Kraken Slayer, and Fleet Footwork's early healing are expected to reduce the power of the 1-item spike for ADCs. Phroxzon mentioned:
"We believe these will be meaningful hits to some of the double ADC comps we're seeing in (especially) very high MMR play."

Decline Button Abuse
There are also modifications being made by Riot Games to the Decline Queue button. These changes will be implemented in League of Legends Patch 14.15 with the primary goal of minimizing the cases of queue sniping and uncooperative behavior among players.
Therefore, there will be a limited number of successive declines that you can make without facing a lockout. As well, adjustments will be made on how declines are accounted for within a party.
