There are seven hitscan characters in Marvel Rivals, who rely on pinpoint accuracy without worry about bullet fall-off to deal massive damage. Although all these characters are unique in their own ways, they are not perfectly balanced — especially during the launch, where the devs are still figuring out the meta.

Ranking all the hitscan characters in Marvel Rivals
7) Black Widow
Black Widow has to be currently one of the weakest hitscan characters in Marvel Rivals. While her kit is good, her damage output isn't worth the skill and effort put into her toolkit as a sniper specialist. Her Widow's Bite Baton (Primary alt weapon) and Edge Dancer ability allows minimal protection against enemies who target her at close range, such as Iron Fist or Spider-Man.
6) Adam Warlock
Adam Warlock's toolkit isn't necessarily bad, his many abilities have caveats that stop him from becoming truly strong. His soul bond allows healing over time but also distributes damage taken by enemies across the bond. His primary fire is average, while his Cosmic Cluster ability locks your aim. He is another addition to hitscan characters in Marvel Rivals that are decent at best.
5) Star-Lord
Star-Lord is one of the closest picks if you want a hitscan character in Marvel Rivals that has a similar feel to Tracer from Overwatch. While his elemental guns do good damage and his offensive abilities build on that, his toolkit suffers from a below-average movement option, as Spider-Man, Psylocke, Dr. Strange, etc. can have better chances of flanking enemies.
4) Psylocke
Psylocke is one of the best hitscan characters in Marvel Rivals if you want a stealth-based hero. Her Psionic Crossbows and Wing Shurikens promote an aggressive playstyle while dealing good base damage. She also has good close-range melee abilities that make her fatal in close quarters, which is amplified to the maximum when she activates her ultimate ability.
3) The Punisher
The Punisher is one of the best tactical hitscan characters in Marvel Rivals. His Adjudication Rifle and Deliverance Shotgun allow him to be effective in both medium and close range respectively. His Culling Turret ability makes him a machine of doom that can also tank considerable damage. He's one of the best heroes in the team shooter if you want a character that focuses on undiluted damage output.
2) Luna Snow
Luna Snow is one of the most effective hitscan characters in Marvel Rivals. Her Light and Dark ice shots damage enemies or heal allies, while her ice shards increase her output potential for a brief period. Her Idol Aura can provide aid to one ally while she is healing others. Her Absolute Zero ability can freeze an enemy, temporarily immobilizing enemies and making them easy to dispatch.
1) Hela
Finishing off this list, Hela is currently the most powerful hitscan character in the game, keeping in line with her mantle, the Queen of Hel. Her Nightword Thorns can deal insane damage to enemies, with the ability to even two-shot squishy characters. Her Astral Flock ability allows her to escape the enemy line of sight with ease, while her ultimate can deal massive damage to nearby enemies.
