At the Tokyo Game Show, a few days back, Capcom revealed an upcoming patch for Ultra Street Fighter 4 (USTF IV), which will introduce Omega Mode. According to Capcom's blog post, Omega mode is an entirely new mode which contains modifications to each of the 44 characters, with changes in their normal and special attacks, resulting in a refreshing take on the characters you've come to know and love over the last six years. It will be a free DLC that will focus on making USTF IV feel new, fresh and more fun, but with a compromise in game balance.
“As the primary goal for this mode was fun, we placed more emphasis on making the characters feel new, than on their balance,” Capcom said in the blog post. “This means that strong, fan favourite attacks such as Ken’s Shinppu, Jinrai Kyaku and Sagat’s Tiger Raid make their return while other characters such as Zangief gain new abilities, like being able to combo into his command throws.”
USTF IV's Omega mode will come after the game's 1.04 update and will be playable online, though only in unranked matches. This mode will not be playable in official tournaments and the Capcom Pro tour as they will continue to use standard Ultra balance settings.

Capcom also revealed new details on the 1.04 patch which will be releasing in October. This patch will further tune the characters for more balance. Along with it, delayed wake-ups have been added as a dummy option in training mode and a number of fixes have been made to improve online experience, and reduce connectivity issues, of which there had been major concerns.
Omega Mode is not included with the October 1.04 update but is expected to be released by the end of the year. Capcom will disclose more details on the update as its release date approaches. Here is a video posted by Capcom community manager, Peter Rosas, detailing some of the changes made to Ken, Dhalsim, Guile and Chun-Li.
