What happens if you choose to suffocate the flames?
If you decide to suffocate the flames in the Frostpunk 2 Fire In The Shaft event, the mine's entry will be blocked to cut off the air supply but the children will be trapped inside.
Selecting this choice will eliminate all the children trapped in the mine. This will slightly reduce your Workforce but it will not have a major impact on your daily activities. The decrease in the Workforce will result in a marginal increase in Food, Shelter, and Goods needs for a while.
This is indeed a harsh choice to make. But if you are running low on Fuel and you really need the Coal to provide Heat, go for it — doom the children and lose your humanity. Once you make the choice, the City announces that a mourning session will be observed for the deceased in Frostpunk 2 Fire In The Shaft event.
Apart from the announcement and a few sad voices from the City, there is no penalty or problem if you choose to Suffocate the flames and sacrifice the children for the greater good.

What happens if you choose to evacuate the workers?
If you choose to evacuate the workers in the Frostpunk 2 Fire In The Shaft event, then the Workforce is spared, but you lose 50% of your Coal deposit. Making this choice will leave you with a divided house — some Factions will praise your empathy while others will judge the fact that emotions clouded your judgment. Either way, this choice will not give you any benefits or rise in Trust.
Saving the children offers you no additional benefits or rewards apart from mental satisfaction. This event takes place during a time when the City expects you to find a permanent source of Fuel.
You must decide whether to save the children and lose the coal or save the coal and sacrifice the children. This should be based on your City's demands and needs while you keep searching for a permanent solution.
