If you want a complete 4K rehaul of the game, one of the best Fallout 4 graphics mods for you is High-Resolution Texture Pack 2K and 4K created by Valius. This texture mod is pretty heavy with a 754 MB file size and needs strong hardware to run properly. To get the best experience from this mod it is recommended to have at least a RTX 3060 GPU, a minimum 4GB VRAM, and a monitor with 4K resolution.
If your PC is not very high-end, you can try the 2K version of the mod. It may not be as detailed as the 4K variant but it still offers a significant boost to the vanilla graphics.
2) FlaconOil's Complete Retexture Project - FlaconOil
FlaconOil’s Retexture project is by far one of the most in-depth texture overhauls available right now. This retexture pack features hundreds of handmade texture packs for all in-game objects and models. Currently, there is a 2K and a 4K variant available for this Fallout 4 graphics mod.
Keep in mind that the FlaconOil retexture is an incredibly in-depth mod pack. It includes multiple parts and needs a strong GPU and plenty of internal space to function properly.
