In Frostpunk 2, if you play the story mode, in the last chapter, you will be presented with a challenging choice. You will have to choose between letting the exiled faction settle on their own in their new home, Windward Moore, or helping them build it. Both of these choices have drastic consequences, so you will have to make the decision very carefully.
Frostpunk 2 is a city-builder inspired by games like Civilization 6 and Anno 1800. However, Frostpunk 2 is unique compared to these titles because of its emphasis on politics, especially the dark and violent politics that occur when people are striving to survive during harsh situations. In the last chapter of Frostpunk 2's story mode, you will get a taste of how twisted the game can become as a single choice on your part results in either the survival or complete wipeout of a faction.

Results of Handing Over Control of Windward Moore to the Exiled Faction in Frostpunk 2
Based on your choices, in the last chapter of Frostpunk 2, a faction may revolt against you and start violent rallies all over New London. You can choose to deploy your guard squads to quell these rallies and then build prisons to round them all up and detain them. Doing this will add another faction to your game: Detainees.

You will have the choice of either making the detainees serve their sentences in prisons or exiling them to the Frostlands. However, you will also have the option of building a colony for them in a nearby outpost, Windward Moore. If you send your scout teams to colonize this outpost, the detainees will migrate to Moore and leave your city alone.
Once the deviant faction has migrated to Windward Moore, you can hand over power to them and retrieve all of your workers and resources that were sent to Windward Moore. If you hand over control to the faction and none of their members remain in New London, you will get an ending.
During the ending cutscene, it will be revealed that, due to their lack of infrastructure and resources, the faction fails to colonize Windward Moore successfully. The conditions of the colony will be described as "abysmal."
What happens if you keep control of Windward Moore in Frostpunk 2?
If you choose to retain authority over Windward Moore, you can help the exiled faction extract all the necessary resources they will need to survive. You break the frost around the main city hub, place extractors on the resource deposits, and build housing units to shelter the population from the harsh winter.

Once you have given them means of housing and food, you will need to provide them protection from the cold. Since the exiled factions don't want to depend on the Generator for creating heat, you will need to use other methods to shield them from the winter.
The solution for this is the Windshields. You can construct Windshields all around the city to protect them from the winds and the cold but it will cost you 30,000 materials to make them. Once done, you can hand over control to the faction and get the ending. This time, all thanks to you, the exiled faction will survive in Windward Moore.
