Since developers increased Rakkman's spawn rate to 100%, finding him in the game has become easier whenever you visit his location. To locate him, visit Planet Pandora and explore the Carnivora, where you will find him hidden in a secluded cave in the map's bottom left corner.

Before his spawn rate was increased, the only way to know if he was inside the cave was to look at the sky and look for a "Bat-Signal." However, players are no longer required to do so but this signal can still be used as a small help during the search for the cave.

Rakkman is similar to Batman since he has smoke grenades and boomerangs of his own. Defeating him can be challenging since he moves aggressively and constantly finds ways to dive at the player while making angry noises. He can often use his smoke grenades to hide and reemerge from somewhere else to attack you during battle. He also can call for Rakks during the fight to help him.

The best strategy to win this optional boss fight is to keep him at a distance and hit him from afar to slow him down using Cyro. Since he is quick, equip Atlas weapons to track his body and shoot him from a distance. He has plenty of health, so take your time, don't try to rush this fight, and avoid mistakes. Repeat this process without taking damage and the Rakkman will eventually go down.
