No, Seer will not be better than Bloodhound even after the nerf. However, Seer pick rates are likely to go up and balance the Recon legend pick rates in Season 21 Split 2.
Apex Legends has already been through one of the strongest Seer metas in the game. The developers quickly followed up with a set of nerfs for the character, resulting in a low pick rate. The removal of the Digital Threat optic was another important point that pushed Bloodhound into the meta picks.

This was done with the help of pairing Bloods with Bangalores and abusing the ultimate ability with the smoke cover to score easy kills. It quickly became the easiest way to increase a squad’s winning chances. The entire community quickly picked up on this exploit that could counter the removal of the Digital Threat optic. Similarly, the Havoc is also getting a new nerf which will decrease the number of bullets in every magazine.
