Venti is an ideal user of it, being an Anemo user he greatly desires Elemental Mastery to boost his reaction damage and his attacks have considerably sized ratios that benefit a lot from the additional %ATK granted. Fischl is another quality candidate with her lingering Elemental Skill, especially in Electrocharged team compositions.
