Is Windsong in Reverse 1999 a must-pull?
Windsong is an extremely strong Reverse 1999 Star Afflatus Arcanist. She has one of the highest single-target damage and can deal massive critical damage to enemies. This Arcanist is one of the top-tier DPS, and her Ultimate can cause her to automatically cast Rehabilitation Basic Skill without using extra AP.
However, building her Ultimate might require a considerable amount of time. In addition to converting excess critical rate to critical damage with her Rehabilitation Basic Skill, she can inflict Confusion on enemies. It makes her deal additional critical damage, boosting her damage exponentially.
Windsong in Reverse 1999 is also a broker character like Jiu Niangzi. She is not a must-pull for Timekeepers who have fully built 37 or Jiu Niangzi. They can save their Clear Drops for the upcoming Arcanists in the version 1.9 update. With that said, those who want to pull Windsong can still do so and build her for her massive critical damage and Ultimate Skill, Long Journey.
