StepLeaks recently revealed details about the release version of several upcoming Wuthering Waves characters including Phoebe on their Telegram channel. They even suggested that Phoebe may make her debut as a playable unit in the game's version 2.1.

Additionally, StepLeaks disclosed Phoebe's potential attributes in the game, suggesting she may wield the Spectro element, which seems likely based on the bright color scheme of her character design. This would make Phoebe the fifth Spectro character in the title, following the release of Spectro Rover, Verina, Jinhsi, and Shorekeeper.

Who is Phoebe in Wuthering Waves?

Phoebe seems to be a key character from the upcoming Rinascita region. Her character design features blonde hair and fair skin, with her Resonator mark located on her left thigh. She is dressed in a white dress with black, blue, and golden accents which runs down to her Resonator mark. Her hair is tied with black ribbons and she wears a white hat as well which compliments her outfit. Furthermore, she wields a staff which has an eagle insignia on the finial.

Based on this, it is plausible that Phoebe shares a connection with Sentinel of Rinascita. Although unconfirmed, she may possibly be the magistrate of the upcoming nation.
