Shadow of the Towers Command Rise in Wuthering Waves is the final part in the Shadow of the Towers Exploration Quest series. After clearing the Resounding Rise and Twilight Rise towers, you will finally enter the Command Rise tower with Insula and Itzel to find Liel. Similar to the other two towers, Command Rise is also full of mazes, and you can find a good amount of Supply Chests there.

Shadow of the Towers Command Rise in Wuthering Waves is automatically triggered after completing the Resounding Rise and Twilight Rise quests.
Head to the camp to meet Insula and Itzel
Follow the quest navigation to reach the camp. Talk to Itzel and Insula to learn about the real tower in Command Rise.

Enter the Command Rise
Head to the southwestern island in Thorncrown Rises to get to the Command Rise and enter the tower. It is a long walk, so it may take some time to get there.
Go deeper into the Command Rise
Once you're inside the tower, head straight until you see a bunch of illusions, and wait for the lines to finish.

Pursue the Abyssal Patricius
Follow the Abyssal Patricius while avoiding its laser attacks and take the path on the right side. You can also defeat the mobs while you're at it to get a Standard Supply Chest, worth 10 Astrites in Wuthering Waves.
At the end of the path, wait for bookshelves to appear and use the Grapple to go up.
Keep moving ahead until you find the Abyssal Patricius and fight it alongside Insula and Itzel. Once you've depleted one-third of its HP, it will disappear and the bookshelves will open a new path for you. Furthermore, you will get a Standard Supply Chest reward. Open the chest and use the grapple to go up.
Next, go to the left side, use the grapple on the bookshelf to create a path, and let the character use its parkour skills to get to the next location.
Once you're there, repeat the steps of creating a path using the grapple on the bookshelves two more times.
During the third attempt, you must use the Sprint button to avoid the lasers while you're running on the bookshelf. Once you're up, follow the path to get to the other side of the floor. You can ignore the illusion enemies, but make sure to dodge their attacks.
You will encounter the Abyssal Patricius on the way. Quickly defeat it before opening the Advanced Supply Chest across the group of illusion enemies.
Look for the Wingray Echo and use the grapple to get to the next quest location.
Wait for a while to let the dialogue finish and use the grapple on the shelf to open a new path leading to an elevator. Use it to go up.
After exiting the elevator, go straight and turn right before using the grapple. Next, use the device to summon elevator platforms.
Keep using these elevator platforms and grapple while following the quest navigation until you find Itzel and Insula.

Enter the top of the tower
You can talk to Itzel and Insula before entering the top of the tower.
Defeat the Abyssal Patricius
Defeat the Abyssal Patricius one last time. During the fight, it will create some clones, so make sure you are hitting the real one to beat the enemy.
Once that is done, a short cutscene will begin, and you will be rewarded with a Premium Supply Chest and Call of the Abyss Rectifier.

Leave the Command Rise and talk to your two companions
Finally, exit the tower and talk to Insula and Itzel to conclude the Shadow of the Towers: Command Rise Exploration Quest in Wuthering Waves. As a reward for completion, you will unlock a new trophy called King of Thessaleo and get 40 Astrites.
