Timo Werner has always been a player with a keen eye for goal. The German has the tendency to find himself in the right place at the right time. Beyond the famed front three of Roberto Firmino, Mohamed Salah and Sadio Mane, Liverpool lack a potent goalscorer in their ranks.
Werner has scored 21,13 and 11 goals in the Bundesliga in the last 3 years (current season included) which shows that he is more than capable of finding the net on a regular basis.
Aside from that, he is also blessed with great feet, capable of drifting past defenders and thereby reducing his reliance on the midfield to create goal scoring chances. Werner is also great in the air, and considering the quality of wingers and full-backs Liverpool possess, the German's presence in the box would only make them more lethal.
