Liverpool are packed with attacking options and the England youth international might need to wait a few more years to get his opportunities. Hence, a loan move elsewhere would make perfect sense for him to continue his remarkable progress.
With Kenny Miller likely to retire at the end of this season and Eduardo Herrera not being in good form, Rangers will be in the market for a new attacker and Rhian Brewster is an interesting option whom Gerrard can consider signing.
