The ideal replacement for Neymar would easily be Paulo Dybala. The Argentine is currently at Juventus and is on top of his game.

Basically a striker, the former Palermo star can also play on the wings and in the hole. He can make the front three even stronger and make Barcelona unstoppable.
Dybala was initially seen as a long term replacement for Leo Messi but with the Barcelona legend signing a new contract and Neymar being the one to leave first, he would have to be the Brazilian's replacement instead.
It would take a bid of over £120 million to sign him but with Neymar's transfer fee, it would be easy for Barcelona to afford it. I wouldn't be a world record bid as that would be broken by PSG when they sign Neymar for £196 million.
