Chelsea are also looking to offer Tammy Abraham in a player-plus-cash deal for Spurs forward Harry Kane in case they fail in their pursuit of Erling Haaland.
According to a report in The Athletic, Tottenham chairman Daniel Levy might be more interested in Chelsea's proposal than the one from Manchester City, who have also shown interest in Kane.
That is because any cash-plus-player deal offered by Chelsea will likely be more affordable, and the Blues will also be able to offer Spurs players in positions they wish to strengthen. Thus Tammy Abraham, in a swap deal, would be an immediate replacement for Kane.
City have also reportedly offered various players, including Gabriel Jesus, Bernardo Silva, Raheem Sterling and Riyad Mahrez. But with all these players on high wages, Tottenham would instead like to sign someone like Abraham, who would demand considerably lower wages than the aforementioned players.
Abraham is by no means at Kane's level but could offer Levy an option to at least consider, as Tottenham would then have a striker, and potentially around £100 million to spend on other signings.
#2 Arsenal
Arsenal are also looking to strengthen their striking options and could raid their London rivals for that position this summer.
Despite the rivalry, the two clubs have regularly conducted business in the past, with the likes of David Luiz, Olivier Giroud and Willian amongst the players to have crossed the divide in recent windows.
Arsenal endured a disappointing domestic campaign last season, and the future of several of their forwards remains unclear. Latest reports have suggested that both Alexander Lacazette and Eddie Nketiah could leave Arsenal this summer as they enter the final year of their respective contracts.
Should both players leave, there would be a vacancy for Abraham to lead the line at the Emirates, with Pierre-Emerick Aubameyang mostly being used in a wider role under Mikel Arteta.
If Arsenal do come calling for Abraham, he would be very keen to join them. He is a boyhood fan of the Gunners and could prove to be a more than useful addition to a team whose forward options were not convincing enough last season.
#1 West Ham United
West Ham's transformation under David Moyes was one of the stories of last season. Moyes led the club away from previous season's relegation troubles to achieve a sixth-placed finish and qualify for the UEFA Europa League.
West Ham's position near the top of the division is all the more impressive given the lack of a recognised centre-forward for much of the season. Michael Antonio has struggled with injury and disappointing club-record addition Sebastian Haller was allowed to leave for Ajax in January.
Jesse Lingard and Jarrod Bowen helped fill the void last season, but the signing of a new number nine looks set to be a priority for the Hammers.
Recent reports have also indicated that Abraham would prefer to join David Moyes' side at the London Stadium rather than any other team, providing a major boost in West Ham's pursuit of the striker this summer.
The move would provide Abraham regular opportunities and allow him to remain in London while fitting the profile of recent West Ham signings, given his age and potential.
