Ilkay Gundogan is the only player on the list who is new to the Premier League. The German International was Pep Guardiola's first signing as the Manchester City manager. Pep Guardiola clearly knows the former Borussia Dortmund player from his Bayern Munich days and he considers Gundogan as a world class player.
Gundogan was a transfer target of many other clubs like Bayern Munich but the 25-year-old chose Manchester City as his choice of destination. Gundogan is expected to replace Yaya Toure(who looks like is not in Guardiola's plans) in City's Line-Up and will have a huge responsibility on his shoulders.

It is pretty certain that Gundogan is a key part of Pep's plans for next season.
The German's last season with Borussia Dortmund was marred with injuries but still the Midfielder managed to put up good performances for the club. Gundogan is currently on the sidelines and is expected to be back only in September.
The dynamic player will be looking to return from injury as soon as possible and regain full momentum. Gundogan was bought by City for a fee of only 21 Million which is very low for a player of his level. The German is also rated low on FPL (£5.5m), but he is expected to have a big impact on Manchester City's performances this season.

There are also several other good players like Alex-Oxlade Chamberlain, Jese Lingard, N'Golo Kante, Vincent Kompany, etc who are rated at or under £6.0m on FPL but failed to make the list.
