4. Luis Suarez - Uruguay (51 Goals)
Who can forget that goal-saving handball on the line in the 2010 World Cup quarterfinal against Ghana that saved Uruguay from elimination? Or the brilliant individual display as Suarez scored two goals against England at the 2014 World Cup that sent England crashing out of the tournament? Or the biting incident against Italy defender Giorgio Chiellini at the same World Cup edition that saw Suarez retrospectively banned for the rest of the tournament?
Suarez seems to attract the headlines every time he plays at the World Cup. One thing that stands out though is his will to win. While he seems to have stayed away from controversy recently, his ability on the ball is not in question. The Barcelona man remains one of the most elite players in the world.
With 51 goals in 98 games, Suarez is expected to lead Uruguay's charge in Russia alongside teammate Edinson Cavani.
