What is the lore behind Safety First Steve in Fortnite?

Safety First Steve in Fortnite has no lore in Fortnite. He is a new character to join the Metaverse, and as such is not related to any faction. That said, Safety First Steve takes inspiration from the great white shark. However, unlike the sea creature, he's not out for blood, but rather on the lookout in the true sense as a lifeguard.

On that note, there is something interesting about him. The logo on his vest is new. It has not been seen before in-game and could represent an unknown faction, group, or organization. Epic Games could build upon this in the near future. His official in-game description reads, "Don't make him blow the whistle." This is in reference to him being a lifeguard.
