Phantom Meowscles is primarily a redesign of Meowscles, and as such has little to no lore attached to him as a character. While Meowscles himself played a prominent role as Midas' bodyguard in Chapter 2 Season 2 and even expanded his family with Kit in Chapter 2 Season 3, Phantom Meowscles just seems to be another Snapshot of the character left behind after Meowscles escaped the Loop.
