Fortnite Chapter 4 Season 1 has a ton of skins available. It has introduced skins based on My Hero Academia, the Hulk, Geralt of Rivia, The Ageless Wonder, and more through the Battle Pass and the Item Shop.
These cosmetic items generally cost money, though. The Item Shop rarely has free items, and when it does, they are hardly ever skins.
Skins are one of the best ways for Epic Games to make money, so there's less reason for them to give those away. However, the developer often provides players with free skins.
Epic Games hasn't changed in Chapter 4 Season 1. However, a few free skins are not available anymore. During WinterFest 2022, which occurred in December last year, players had the chance to earn two skins by opening gifts.

Arctic Adeline and Sled Ready Guff were available that way. However, two other skins are still available. The PlayStation Plus pack comes with the Jun-Hwan skin for free. Unfortunately, this is exclusive to players with access to a PlayStation, so it is fairly limited.
However, there is a final free skin that all players can get currently. The Xander skin is a reward from the Refer-A-Friend program, which requires players to game with someone else to earn free rewards. There are several good rewards, but the free Xander skin is one of the best.
Unfortunately, as of now, these are the only free skins available in Fortnite Chapter 4 Season 1. There are other skins that can be acquired for a very low price, though.
Battle pass skins you can unlock for free now in Fortnite Chapter 4 Season 1
While not technically free, the Battle Pass does come with several skins and other cosmetics that can be unlocked without an additional purchase. It comes with a Crew Pack subscription or a single purchase of 950 V-Bucks, but the skins will be available after that.

To acquire these skins, players only need to level up. They're not free, but nine skins and a bunch of alternate styles are available for 950 V-Bucks, which is about 100 V-Bucks per Fortnite skin, a much lower price than normal.
Leveling up will come naturally, but there are ways to do it to unlock rewards faster. Try completing storyline quests, as there are a lot available that all have good totals of XP.
Weekly challenges are now time-sensitive, but they're still an excellent way to level up quickly. Try completing them as soon as they come out and doing all three daily Fortnite challenges.
This is an easy way to earn a lot of XP in one day, which will quickly unlock all the aforementioned skins.
