The Dominion's Dawn Set does not have a back bling, but the files showed the cape that The Ageless Champion sports as he roams around The Citadel.
The Noble Shroud back bling does belong to the Dominion's Dawn Set. This blue-green cape was not included in the Battle Pass unfortunately, but players who have already reached level 100 and unlocked The Ageless Champion will soon be able to get their hands on it.

With the latest Fortnite update v23.20, players got to know about a cosmetic that was not included in the Chapter 4 Season 1 Battle Pass. Henceforth, the Noble Shroud Back Bling cape is going to be granted to players upon unlocking The Ageless at tier 100 of the Battle Pass.
However, this cosmetic is yet to be made available to those who unlocked the skin early, prior to this update. The players who still have not received the back bling in question, despite being level 100 or more, are eagerly waiting for Epic Games to grant it to them.

As stated in the tweet, players unlocked The Ageless on the Battle Pass page 13 before the release of the update and are missing the Noble Shroud back bling will receive the cosmetic item for free in the next update. It is unclear when the next update will be released, but many players are assuming that it will arrive on next Tuesday, as per Epic's usual pattern.
The update will likely bring another new item called the Big Bush bomb and certain cosmetic items for the Kid Laroi concert, which is due to take place later this month in the game.
