The reason the model numbers of the two GPUs, 7600, are the same is that these two chipsets are nearly identical. The only differences between them are the boost clock speed and TDP. The AMD Radeon RX 7600M variant has higher clock speeds.
Higher boost clock speeds lead to more power consumption, hence more TDP.

There are a couple of laptops available with the Radeon RX 7600S, but none has been released with the AMD RX 7600M. So, we cannot do a game comparison between them.
However, since the two GPUs have almost the same specs with only a 210 MHz boost clock difference between them, their performance will be quite similar.
Let's look at the theoretical performance difference between the two graphics chipsets to determine which is the better.
Based on the theoretical performance workloads, the AMD RX 7600M is around 9.5% faster than the RX 7600S, which is not a big deal. On top of that, theoretical performance doesn't always translate into gaming performance.
Therefore, the gaming performance of the Radeon RX 7600M could only be around 5% higher than the RX 7600S or even less. This explains why we haven't seen any laptops featuring the former GPU. After all, there's no point in releasing laptops with this graphics chipset if it's only around 5 - 9% faster than the RX 7600S.

The AMD Radeon RX 7600M is the best GPU for gaming laptops. It is 9.5% faster, but since it's such a small difference, this shouldn't matter. Either one of them should be fine.
