One of the biggest changes made in the Minecraft Bedrock 1.21.60.23 beta and preview is regarding blocks. The behavior of lily pads has been changed so they no longer flicker when seen from afar. Additionally, the magma cube's new model can be used only by resource packs that explicitly override it.
Furthermore, twisting and weeping vines now have an increased chance of dropping as resource items when mined with Fortune-enchanted tools. The update also allows dispensers to place shulker boxes underwater.

2) Improvements to gameplay experience
The Minecraft Bedrock 1.21.60.23 beta and preview introduces modifications to existing features to improve the gameplay experience for players. The update fixes an issue where optional and required resource packs could not be downloaded when joining a multiplayer game if it was canceled during downloading or joining.
Additionally, steps were taken to improve the dark edges around the screen at low Y coordinates. As part of the update, the dark edges now fade in gradually rather than appear suddenly, allowing for a more immersive gameplay.

3) Changes to the user interface
The 1.21.60.23 beta and preview also addressed issues and made changes to the user interface, one of the foundations behind Minecraft's popularity. The update now allows Pocket Edition players to place blocks on top of containers when flying downwards, similar to the PC edition.
Additionally, the update modified the inbox message to facilitate scrolling through long content with the gamepad after entering the screen, allowing for better communication. Moreover, a touch button for picking blocks in the Survival and Creative modes has been added.
4) Vanilla parity
Vanilla parity is Mojang's long-term effort to balance and equalize features and aspects between Minecraft Java and Bedrock edition to provide a seamless and equivalent experience across both versions.
The Minecraft Bedrock 1.21.60.23 beta and preview has introduced a host of modifications to achieve parity between the editions. Similar to the Java edition, Eyeblossoms and Pale Moss carpets no longer generate inside Pale Oak tree trunks. Additionally, Pale Oak leaves no longer appear lighter than in the Java edition.
Vegetation also received a major overhaul as part of the changes. Like its Java counterpart, pumpkins now generate in larger patches, while dandelions are now alternated with poppies during flower patch generation. The Plains also saw some changes, as short grass now generates more frequently and in larger numbers.
Biomes like Savanna and Taiga also received changes. Short grass generates more frequently in the former, while the latter has a more frequent generation of small ferns, similar to the game's Java edition. Additionally, the Jungle biome now spawns denser trees and larger jungle bushes, among other major changes.
The Minecraft Bedrock 1.21.60.23 beta and preview also contains many other technical changes. You can read the full changelog here.
