Minecraft hardcore is one of three official game modes available to survival players, with the others being regular survival and superflat survival. This game mode is locked to the hard difficulty and doesn't allow for commands. Instead of a respawn button, players are met with a "Spectate World" button after dying, since death is permanent in hardcore.
That said, it wasn't until the latest experimental updates that the Bedrock version of the game was given access to hardcore mode. So yes, technically, Bedrock does have access to hardcore, just not in the main game. Everything players need to know about accessing hardcore right now can be found below.
How to enable Minecraft Bedrock hardcore
1) Launch into the latest preview

Bedrock PC players just need to open the Minecraft launcher and switch from "Latest release" to "Latest preview" before launching the game, which is by far the easiest way to access Bedrock's latest experimental versions.
Xbox users will need to search the store for "Minecraft Preview", download it from there, and then launch the game. PlayStation users can find the install button for preview updates within Minecraft's settings menu, in an area aptly labeled "Preview."
Android players can simply search for the game on the appstore, scroll down to the Betas section and hit join. This will reinstall the game with the latest preview Minecraft update. Unfortunately, iOS users aren't able to access experimental versions so easily.
There are a limited number of spots available for app betas, and while more do open up monthly, there are always players fighting for the openings available. It's handled through the TestFlight app, for those wanting to try their luck.
2) Create a new world
Once you've successfully accessed the latest Bedrock previews, you'll need to hit the "Play" button on the main menu and then "Create New" to open the world creation menu. There's a setting within this for a hardcore mode that needs to be switched during world creation.
3) Flip the hardcore toggle
Thankfully, the hardcore toggle isn't hidden within a submenu during world creation. Just below the four basic difficulty options should be a switch for the hardcore game mode. Hit this so that it's switched on. There should be a pulsing red heart over the world preview to the left to signify that it activated.
4) Start the world
Now that hardcore has been activated, go ahead and create this new Minecraft survival world. There should be a pop-up warning you about the dangers of hardcore after hitting the "Create" button. Click through this to get to the actual game. You'll be able to immediately tell if hardcore is enabled properly, as the heart texture should have changed to the hardcore one.
