1) Open Bedrock

The Monument Challenge map is exclusive to Minecraft Bedrock Edition. This means you need to make sure you have Bedrock selected when launching the game from the official Minecraft launcher.
2) Navigate into the Marketplace

Once Bedrock is open and you are at the main menu, you'll want to head to the Marketplace by hitting its associated button at the bottom of the game's main menu. This is where all community-made extra content, including official content like the Monument Challenge map, can be found.
3) Search for "Monument Challenge."

To actually find the map once the Minecraft Marketplace is open, look for the search bar near the top of the screen and search for "Monument Challenge." The first result should be the official map. If it's not, it should still be easy to pick out since it's an officially published free Marketplace map.
Additionally, since the building contest is a large community event that Mojang wants to push engagement for, the map is also on the front page of the Minecraft Marketplace.
