You'll need to collect materials before you can actually make any custom banners. Banners of any color can be made using wool. If you plan on using a lot of banners, you should consider setting up a Minecraft farm to automatically shear sheep and collect the dropped wool.
You'll also need sticks to make banners. Thankfully, since banners only need one stick each, you can set up a small Minecraft tree farm to get more than enough wood for the sticks needed.
You can also trade emeralds with either shepherd or cartographer Minecraft villagers to get banners. This bypasses needing to raise and shear sheep, making it a useful option.
