Is Minecraft Actions & Stuff available for Java Edition?

Minecraft Bedrock Edition recently received the highly-anticipated Actions & Stuff addon in the Marketplace. Even though Actions & Stuff has much more lively and detailed animations, Fresh Animations is the closest players can get to having the Bedrock Edition addon in Java Edition.
