The Overworld realm in Minecraft is the biggest in terms of biomes, mobs, blocks, items, and other features. It is the first dimension in which players spawn after creating a new world. Despite having loads of features, existing biomes could feel empty at times. Furthermore, players mostly find different villages as the only points of interest.
Hence, an argument can be made that these old Overworld biomes could receive new interesting structures to explore and loot.

Reasons why Minecraft's old Overworld biomes need new exciting structures
Existing Overworld biomes feel empty
When players first enter a new world, they can either spawn in a regular Overworld biome with no structure, or be lucky and spawn near a village, or even a woodland mansion or a desert temple. After spawning, they can explore the nearly endless map of the sandbox game in hopes of finding something interesting apart from the stretching biomes that constantly change after a few hundred blocks.
However, when exploring the Overworld, most biomes like plains, badlands, savannas, birch forests, etc. could feel empty despite beautiful terrain generation, mobs, and trees. Though Mojang has been working hard on bringing new structures to Overworld, most of them are underground, like Ancient City, Trial Chamber, and Trail Ruins.
When it comes to old biomes on the surface, they have lots of real estate that entire castles and cities can be built on.
Overworld overhaul can use new structures
By looking at the past few updates, it can be speculated that Mojang is planning to update the entire Overworld before moving forward. Developers have focused on the first dimension of the game after the 1.16 Nether update.
As of now, the only relatively common structure that generates on Overworld's surface is a village. Though villages are great early in the game, players have no use for it once they create a villager trading hall.
Hence, if they want to revamp the Overworld, developers will have to spice up existing biomes by adding new structures that are fascinating and rewarding to explore, especially on the surface.
