Sunborn has provided multiple ways to strengthen characters in Girls' Frontline 2 Exilium. You can upgrade their levels, improve their stats, and more. Each T-Doll has five skills: two Active, one Basic, one Ultimate, and one Passive. They also possess seven primary stats: Attack, Defense, Health, Critical Hit, Critical Damage, Stability Index, and Action Points.

Leveling up
Leveling up characters in Girls' Frontline 2 Exilium works similarly to other gacha games. You can upgrade the T-Dolls’ levels using an in-game item, Combat Report. It increases their Attack, Health, and Defense stats. Note that each T-Doll's level is capped to your Commander’s current level.
The characters in Girls' Frontline 2 Exilium also have a maximum neural capacity, beyond which, you can't upgrade their level. Hence, you must perform Neural Expansion at certain levels to upgrade further, similar to limit breaking in other gacha titles. You need Sardis Gold and Stock Boost Bars for this.
You can farm Combat Report via In-Depth Search in the Supply Mission. Meanwhile, Stock Boost Bars and Sardis Gold can be acquired from Cognitive Configuration.

Neural Helix
Neural Helix is another mechanic that boosts the combat prowess of the characters in Girls' Frontline 2 Exilium. It has two types of unlockable nodes: Evolved and Enhancement. The former boosts the T-Doll’s stats, such as Attack, Defense, Health, and more. The latter grants Keys that bestow passive effects.
You can unlock nodes using Transcription Conductors, which can be acquired from Combat Simulation > Neural Survey > The Wanderer.

Key Regulation
You can equip Keys obtained from the Neural Helix in Key Regulation. There are two types of Keys: Common and Fixed. Each T-Doll can equip three Common and three Fixed Keys. You can obtain Fixed Keys by activating Evolved Notes in the Neural Helix. On the other hand, you can get Common Keys by fully upgrading a doll’s Neural Helix.
Fixed Keys are exclusive to each character, while Common Keys can be equipped on any T-Doll of your choice. You can equip different combinations of Keys based on what type of role you want them to perform. Alternatively, you can also use Keys suggested by the in-game Development Recommendation system.
In addition to Fixed and Common Keys, you can equip Mod Keys to the characters in Girls' Frontline 2 Exilium. Mod Keys add more to the doll’s combat prowess. You can unlock them by spending additional cores and obtaining Common Keys.
However, only a limited number of dolls can equip Mod Keys. Sunborn will make them available for other Girls' Frontline characters in future updates. Here is the list of T-Dolls that can equip Mod Keys as of this writing:

Fortification
Fortification is the "dupe system" of Girls' Frontline 2 Exilium. You can obtain duplicate copies of characters from the Girls' Frontline banners and use them in the Fortification menu. The Fortification levels are divided into six segments: Segment-One (V1), Segment-Two (V2), Segment-Three (V3), Segment-Four (V4), Segment-Five (V5), Segment-Six (V6). Each segment increases one of the dolls' skills, improving their stats and effects.
