1) Noibat

2) Fennekin
Starter Pokemon are rare to find in general. Despite having a higher spawn rate during the event, they are still rare, so keep an eye out for them. Futhermore the additional candies will help you in fully evolving the Kalos starter, as it requires a total of 125.
3) Piplup wearing a Halloween Mischief costume
Another starter that makes a special entry into the event, Piplup will appear wearing a Halloween costume during the event. The unique Water-type wearing a hat also has a chance of being shiny for collector enthusiasts, and will give bonus candies during the event. These will also give you enough to evolve it, 125 candies.
4) Zorua
Zorua in general is difficult to spot because it changes the appearance of your buddy Pokemon, which makes it harder than usual to find it. The Dark-type is quite elusive in Pokemon GO, and during Halloween Part 2, it will be available as a shiny for the first time.
Shiny Zorua is an eye-catching addition to your collection, and it's bound to be a sought-after catch among players. If you have never caught one, this will be the best time as the bonus candies will provide you with 50 Zorua Candies quickly, which is the amount required to evolve it into a Zoroark.
5) Gengar in Tricks and Treats costume
Gengar is one of the best Ghost-type additions to your PvP squad. While its costume may not be what many players expect, it's still an interesting addition. The Pokemon appears as a sushi chef, complete with an onigiri in his hair.
However, the designers decided to leave out the rest of the costume, making it a somewhat quirky look. Nevertheless, this rare appearance of a Gengar is worth capturing. Furthermore, the mischievous spirit has a higher encounter chance of being shiny.
