During Pokemon GO Fest 2024: Global's habitat hours on July 13, 2024, trainers who have purchased a ticket for the event can work together toward various global challenges. If 20 challenges are completed by the trainer community, a slew of Ultra Unlock events will be put into place after GO Fest has finished. These events are promising new Pokemon, shiny variants, and Mega Evolution forms.
But which Pokemon are likely candidates for arriving in Pokemon GO Fest 2024's Ultra Unlock events? Niantic has been silent on the subject, but it doesn't hurt to take a look at each Ultra Unlock event's name and theme to determine which Pokemon, shiny variant, or Mega Evolution might make its grand debut.
Predicting the arrivals for each Pokemon GO Fest 2024 Ultra Unlock event
Part 1: Better Together (July 17-22, 2024) - Wishiwashi

Pokemon GO's first post-GO Fest 2024 Ultra Unlock event is referred to as "Better Together" which seems to imply the arrival of a Pokemon that performs better with its allies than alone. While various Pokemon including the Paldean creature Tandemaus/Maushold are likely candidates, Niantic hasn't confirmed if evolutions will be included in the Better Together portion of the Ultra Unlock events.
Wishiwashi might not seem like the most exciting pick, but it has two different forms, Solo and School. In the latter, multiple Wishiwashi band together to become a more powerful Pokemon. Moreover, since this Pokemon doesn't evolve, it may be a safer assumption for Better Together than Tandemaus, which does require evolution.
It's unclear if Niantic would be willing to release both Wishiwashi forms at once. Since the Limited Research also features the mysterious new Ultra Unlock Pokemon during Better Together, perhaps the research will provide resources to allow Wishiwashi to change its form.
Part 2: Strength of Steel (July 25-30, 2024) - Shiny Togedemaru

A few Steel-type Pokemon are still missing shiny variants in Pokemon GO, but the stars seem to be aligning for Togedemaru during the Strength of Steel portion of the Ultra Unlock campaign. Togedemaru is part Steel-type, doesn't appear often in the wild, and only pops up scarcely via other methods, usually during events. This makes Ultra Unlock Part 2 a reasonable chance to bring along shiny Togedemaru.
It gives trainers the chance to catch Togedemaru for the first time if they're unlucky during Pokemon GO's events while also giving trainers the first shot at acquiring a shiny Togedemaru for their collection as well, providing a win-win scenario for Pokedex and shiny collectors. Plus, its upcoming Spotlight Hour on July 30 would provide extra chances to catch a shiny after it debuts.
Part 3: Mega Raid Day (July 27, 2024) - Mega Metagross

According to the description of Pokemon GO's final Ultra Unlock part in July 2024, a new Mega Evolution will be available during the outlined Raid Day and it will be obtainable in its shiny variant. This seems to suggest that while a new Mega Evolution will be available to raid, its base form may already have a shiny variant in the game that can be caught after the raid is finished.
More than just about any other Mega Evolution, GO fans are desperately hoping that Mega Metagross will finally make its debut during this Ultra Unlock Raid Day, as it would be one of the best Psychic/Steel-type fighters. Plus, since Metagross already has a shiny variant, it wouldn't be difficult to include it in the event for players who have defeated Mega Metagross.
