Pokemon GO's Fashion Week event is in full swing, and with it, many costumed creatures have returned to the game. One of the creatures players can expect to find during this event is a Kirlia sporting a top hat. Some players may also not know that this Top Hat Kirlia has an increased chance of appearing in its shiny form during the event.
Given how frequently fortunate players will encounter this creature, some users may be wondering if these variants of Kirlia can evolve into either of its two forms. Sadly, this variant of Kirlia still will not be able to evolve, as it has not for many years. Here is everything players should know about this variant of Kirlia in Pokemon GO.

Top Hat Kirlia has been a costumed variant in Pokemon GO since the first rendition of the Fashion Week event. This creature has never evolved, and likely never will. Playing into this sort of joke, Niantic has increased the likelihood of these variants of Kirlia being shiny when encountered in the wild.
While its shiny form being available more frequently is always appreciated, this form has been available for many years as well, so collectors who want one likely already have one. However, this is a great bonus for new users who have never experienced a Fashion Week event in Pokemon GO before.

What else does Pokemon GO's Fashion Week event have to offer?
In addition to Kirlia, the following Pokemon also have costumed variants available during the Fashion Week event:
- Butterfree
- Dragonite
- Minccino
- Cinccino
- Blitzle
- Diglett
- Shinx

While Kirlia cannot evolve with its Fashion Week costume on, Diglett and Minccino can. Unfortunately, each of Dugtrio's heads does not receive their own hat. Rather, only the tallest of the three retains the base form's nifty headwear.
The only costumed forms that can see much success in any sort of battle are Dragonite and Dugtrio. Dugtrio is a niche Ground-type that can see some success in the Great League, but Dragonite can be used in competitive play and Raid Battles as well. Despite its silly costume, it is still a Pseudo-Legendary with some of the highest base stats in the game.
