While it was not revealed in the official announcement for Pokemon GO Lucario Raid Day, it is possible to get Force Palm Lucario by evolving Riolu during the event hours, that is, 11 am to 5 pm local time on July 27, 2024.

Being a Baby Pokemon, Riolu is exclusive to Eggs in Pokemon GO. However, it is only available during specific Seasons and events. Unless you have an Egg left from an event that featured the Emanation Pokemon, you cannot hatch a new one on July 27. However, you can receive one via Trade, and evolving it will give you the same results.
