The Party Hat Kanto Starters are making their arrival in Pokemon GO with the start of the 8th Anniversary Party event. This event features various regional Starter Pokemon from Johto, Hoenn, and Kalos. The Kanto Starters are Bulbasaur, Charmander, and Squirtle, and their Party Hat versions can be obtained during the anniversary celebration. You can also get lucky and catch Shiny Party Hat Bulbasaur, Shiny Party Hat Charmander, and Shiny Party Hat Squirtle.

The possibility of capturing the regular form of the Party Hat Kanto starters in the anniversary is much higher, compared to their rarer counterparts. The method to catch any Shiny Party Hat Kanto Starters is the same. However, the big difference is that each starter has a suitable habitat, and for Charmander to appear in the wild, you need to be in areas with Sunny Weather conditions.

To obtain a Shiny Party Hat Charmander in Pokemon GO, look for Sunny Weather where you can activate the Lure Modules and Incense. You should turn on these items in places that have in-game Sunny Weather. This is the best way to encounter the elusive Shiny Charmander wearing a Party Hat.

You can beat Party Hat Charmander raids to collect its Shiny and regular forms. Moreover, completing the Field Research quest also rewards trainers with Party Hat Kanto Starters.
