As of this writing, there is only one way of getting your hands on a Shiny Shadow Suicune in Pokemon GO, and that is by defeating this beast in a 5-star Legendary Shadow Raid. Shadow Suicune is a pure Water-type Pokemon. So, you must have Grass- and Electric-type Pokemon in your raid party.

Grass-type Pokemon like Sceptile, Venusaur, Zarude, Tangrowth, Mega Sceptile, Mega Venusaur, and more, and Electric-type Pokemon like Mega Ampharos, Manectric, Zapdos, Zekrom, Raikou, Magnezone, and more deal super-effective damage against Water-type creatures.

Once you defeat Shadow Suicune in the 5-star Shadow Raid, you may encounter a shiny one on the catch screen if you are lucky. Since it is a Legendary Pokemon, it will have boosted Shiny odds of 1-in-20 encounters even in its Shadow form. So, you may encounter a Shiny Shadow Suicune once in 20 raid attempts.
