As a 4-star raid boss in Pokemon GO, Ground-type attacks are super-effective on Eelektrik. It takes 160% damage from all moves of this type. As a result, Charged moves of this variety are going to be super-effective against Eelektrik.
While the creature's 156 base Attack and 130 base Defense stat — combined with the 15,000 HP health bar of 4-star raid bosses — give it an impressive Raid Boss CP of 19,534, it is still extremely susceptible to Ground-type attacks.
Eelektrik does not have access to any moves that do super-effective damage to Ground-type Pokemon. As a result, it is not going to prevent you from having a successful solo raid.
