As an Electric-type Pokemon in the mobile game, Electivire is only weak to Ground-type attacks. It is resistant to moves of its own typing, Flying, and Steel. Despite the resistance, it receives reduced damage from them. So, if you want to defeat Electivire in Pokemon GO, ensure only Ground-type moves are taught to counters.
The best ones are Primal Groudon, Garchomp, Excadrill, Shadow Rhyperior, Therian Forme Landorus, and Mamoswine.
