Is Altaria with Moonblast worth using in Pokemon GO Battle League?
Altaria with Moonblast is a solid pick in Pokemon GO's Great League but not indispensable. This is because given Moonblast's energy cost, Altaria will be clicking Sky Attack in most situations anyway. Let's take a closer look.
Moonblast is a 60 energy Fairy-type attack that deals 110 base damage. It comes with a rare but significant 10% chance to lower the target's Attack by 1 stage. Since regular Altaria—unlike Mega Altaria—does not possess the Fairy sub-typing, it doesn't get STAB when using this move either.

Across the board, having Moonblast only comes in handy in a few specific cases. In the 0-0 shield situation, Altaria's matchup against Umbreon becomes much stronger when it has the exclusive move. Altaria with Moonblast also wins against the Dazzling Gleam and Dragon Pulse variants in these cases.
There is no difference in results given an energy parity, when both sides have one shield to play with. With 2-2 shields in play, it is again the Umbreon matchup that Altaria with Moonblast turns in its favor.
With a 1-0, 2-1, and 2-0 advantage also, Altaria's performance in the Great League is at par whether or not it has the Swablu Community Day move.

Is Altaria with Moonblast worth using in Pokemon GO raids and Gyms?
No, Altaria that knows Moonblast is not worth using in any PvE format. Dazzling Gleam outperforms Moonblast in all respects when it comes to attacking and defending movesets for this Pocket Monster.
