Is Charjabug with Volt Switch good in Pokemon GO Battle League?
Yes, Charjabug that knows Volt Switch is a top pick for GO Battle League's Great League. In fact, it is the second-best Electric-type Pocket Monster in the format, outclassed in the overall standings by Spark Lanturn. That said, it fulfills a different role in the meta and has carved out a niche only it can fill.
Volt Switch is a four-turn Electric-type Fast Move. It deals 12 damage (14.4 including STAB) every time it is used and generates 16 points of energy. This makes it a 3 DPT and 4 EPT move.

In 1-1 shield situations, Volt Switch Charjabug goes 19-21-2 (W-L-D), while the Spark counterpart goes 15-26-1. Key wins for the legacy version are Shadow Feraligatr with Shadow Claw, Quagsire, Venusaur, Wigglytuff, and the non-legacy mirror. The Powder Snow Shadow Alolan Sandslash match is IV-dependent in both cases.
Without any active shields, Charjabug with Volt Switch goes 20-21-1, while the Spark version goes 16-26-0. When both sides have two shields, the legacy bug goes 20-21-1, while the non-legacy variant has a 12-30-0 finish.
All shield-advantage situations are also overwhelmingly in favor of Charjabug with Volt Switch.

Is Charjabug with Volt Switch good in Pokemon GO raids and Gyms?
Volt Switch Charjabug is not nearly as useful in PvE battles as it is in PvP. It can pull its weight as a non-serious Gym attacker, but don't expect to win you high-level raids or earn too many PokeCoins from Gyms. This is notwithstanding the Fast Move.
The creature is simply not designed for PvE success. Its evolution, Vikavolt, is a much better bet in this regard.
