There are two great movesets for Magmar in Pokemon GO. When you use this Kanto monster in the GO Battle League, a PvP mode, you must teach it its best PvP moveset. Magmar should do the same for Raids and Gym fights.

Best PvP moveset for Magmar in Pokemon GO:

• Fast Move: Karate Chop
• Charged Moves: Fire Punch and Scorching Sands

Best PvE moveset for Magmar in Pokemon GO:

• Fast Move: Karate Chop
• Charged Move: Flamethrower

Karate Chop is a Fighting-type move, so it will not benefit from the STAB effect. Meanwhile, Fire Punch, Scorching Sands, and Flamethrower can benefit.

Is Pokemon GO Magmar good in PvP and Raids?

Magmar is a decent contender in Pokemon GO Raids because its best moveset has a TDO of 259.55. While it is not a powerhouse in high-tier raids, it can be used in low-tiers against Pokemon with Fire-type weaknesses. If Niantic can release new Fire-type Fast Moves for Magmar in the future, its TDO will increase significantly, making it a more reliable pick for this kind of battle.

However, Magmar is not good in the GO Battle League, a PvP gameplay mode. According to PvPoke's rankings, the monster ranks #603 in the Great League, #503 in the Ultra League, and #522 in the Master League.
