Pokemon Horizons Episode 67 is the final episode of the Terastal Debut arc before the story shifts to the upcoming Rayquaza Rising arc. In this episode, Liko and Roy face off as part of Naranja Academy's Course Students Battle Tournament to demonstrate their ability as trainers and how much they've learned about the use of Terastallization in battles. But which protagonist was the victor?

Pokemon Horizons Episode 67 begins with Dot participating in the Course Students Battle Tournament. Dot Terastallizes her Quaxwell and uses Liquidation to defeat Rai's Darumaka, leaving the only remaining battle as the fated showdown between Liko and Roy, two of the heroes who helped save the school from the Explorers in Episode 66.
The battle begins between Liko's Floragato and Roy's Fuecoco. The two clash their Magical Leaf and Flamethrower attacks before crashing with Quick Attack and Flame Charge respectively, but Floragato manages to knock Fuecoco back. The two starter Pokemon clash again, but Fuecoco's Flame Charge boosts its speed, allowing it to circle Floragato and strike it.
Fuecoco continues to spin around Floragato, the latter of which can't trap Fuecoco with its vine, and Fuecoco's speed causes Floragato to spin around rapidly. Floragato finally manages to toss Fuecoco up into the air, and it falls hard, so Roy recalls his Fire-type starter Pokemon and sends out his Kilowattrel, which gains an advantage due to its ability to fly.
Floragato's vine grabs Kilowattrel, but the Electric/Flying-type Pokemon takes the Grass-type starter flying through the air before divebombing to cause Floragato to crash. Floragato cushions its landing with Magical Leaf as onlookers praise its abilities. Kilowattrel then dodges another Magical Leaf, and its movement in the air causes a buildup of electricity, something that Roy notices.
The young Pokemon Horizons protagonist orders Kilowattrel to attack with Spark, which hits its target and afflicts Floragato with paralysis. Liko recalls her partner and swaps to Hattrem, who deflects Kilowattrel's attacks using its Psychic-type Confusion move. Kilowattrel reorganizes and makes another attack, but the exhausted Hattrem simply looks to Floragato's Poke Ball and makes it glow.
Kilowattrel knocks out Hattrem with Spark, and our Pokemon Horizons hero again sends out Floragato, realizing that Hattrem cured Floragato's paralysis. Liko tells Floragato to use its vine to grab Kilowattrel again but calls off the order. However, the errant vine distracts Kilowattrel and creates an opening, and Floragato seizes it by knocking Kilowattrel out with its Scratch attack.
Roy sends out Fuecoco again, but Liko uses the flailing vine tactic to distract it before striking it, resulting in Floragato having learned the move Sucker Punch. The two Pokemon Horizons protagonists recall their time together, from their first meeting to training together to battling the explorers and vowing to learn about the world together before Roy and Fuecoco begin to sing their song together.
As Fuecoco sings, its body begins to glow, evolving during the battle to become Crocalor. Both Pokemon Horizons heroes Terastallize their partners to increase their powers, and the two Pokemon clash their Flamethrower and Magical Leaf attacks again, but the Flamethrower wins out and Floragato dodges before the two Pokemon clash with Flame Charge and Quick Attack once more.
After an earth-shaking explosion, Floragato falls to the ground and faints. Roy and Crocalor celebrate their victory, and Roy shakes hands with his fellow Pokemon Horizons protagonist. The tournament concludes, and Episode 67 jumps ahead to later in the evening, where Ann informs Liko that she's returning to Indigo Academy after her studies in Paldea.
Liko and Ann agree to battle each other again soon. Roy receives praise from Paldea's gym leaders, Ryme and Brassius, the academy art teacher Hassel, and the ace trainer classmate Nemona. Dot is acknowledged by the gym leader Larry and receives a call from her idol Iono, who grows frustrated when Dot spends time speaking with Poppy of Paldea's Elite Four.
In the lobby, Liko is praised by Chairman Geeta of the Pokemon League and Rika of the Elite Four. The gym leaders Grusha and Katy also motivate our Pokemon Horizons protagonist to keep pushing herself. Penny approaches Dot and refers to her as "Nidothing" (making it clear she knows Dot's alter ego) before thanking her for helping to save the school from the Explorers in Episode 66.
Liko and our other heroes depart the academy and set off on an adventure. At the Explorers base, Spinel analyzes the stolen Terapagos data from Episode 66 as Sidian and Coral eat together elsewhere. Chalce enters and says Hamber is curious about the data, but she didn't share any information, something Spinel delights in hearing and ending Pokemon Horizons Episode 67.
