Pokemon GO's raids, regardless of difficulty tier, are easier to manage when trainers are using some of the best raid attackers in the game. Although the meta for raid attackers can fluctuate with the addition of new Pokemon and moves, some Pocket Monsters are considered incredibly powerful in raids and aren't likely to ever lose that appraisal.
Due to their stats, moves, or elemental type combinations, certain raid attackers in Pokemon GO stand out. These Pocket Monsters may ebb and flow with the changes in the meta in the future, but they'll always be considered some of the best battlers to bring into raids.

5) Mega Gengar
With a base Attack stat of 349, and access to Dark, Ghost, Fighting, and Poison-type moves, Mega Gengar hits like a truck and can deal neutral damage effectively against a wide variety of raid bosses in Pokemon GO. However, because of its diversity of learnable moves, Mega Gengar can also battle effectively as a high-octane offensive counter when required.
Even better, Mega Gengar has six resistances (Fighting, Bug, Normal, Poison, Fairy, Grass) that help ensure that its low HP total compared to other Mega Evolutions is protected.
4) Mega Tyranitar
Mega Tyranitar is bulky, has a great base Attack stat of 309, and can be used as both a Rock or a Dark-type raid attacker. Access to movesets like Bite + Brutal Swing and Smack Down + Stone Edge allow Mega Tyranitar to counter various raid bosses depending on their weaknesses This fearsome Mega Evolution has the defense/HP stats to take some punishment too.
It's a very popular pick against Psychic, Ghost, Flying, Fire, Ice, and Bug-type raid bosses to the point that many trainers make it an incredibly high priority. When it comes to pure Rock and Dark-type attackers in raids, Mega Tyranitar is the cream of the crop.
3) Primal Kyogre
Over the years, more than a few Water-types vied for the title of the strongest Water-type raid attacker in Pokemon GO. However, all other Water-types bowed before Primal Kyogre when it made its debut in February 2023. Thanks to access to the Charged Move Origin Pulse and a base Attack stat of 353, no other aquatic Pocket Monsters can measure up to the raw power of this primal legendary.
When battling Rock, Ground, and Fire-types, trainers won't often do better than bringing Primal Kyogre into a raid. Even better, its Primal Boost allows it to increase the power of Water, Electric, and Bug-type moves for the raiding party. Water-types might not be a necessity in many raids, but Primal Kyogre is the best of the bunch when called upon.
2) Mega Rayquaza
Getting Mega Energy for Rayquaza in Pokemon GO isn't easy, but once trainers have it, they've gained undoubtedly the strongest Dragon and Flying-type raid attacker. Rayquaza's base Attack stat of 377 allows it to feel like a counter against various raid bosses even when it isn't dealing super-effective damage against its opponent.
With movesets like Air Slash + Dragon Ascent or Dragon Tail + Breaking Swipe, Mega Rayquaza is the strongest Flying and Dragon-type attacker in GO by a large margin. This is highly unlikely to change even when other Mega Evolutions arrive in the future.
1) Primal Groudon
Primal Groudon has been arguably the best raid attacker since its arrival, and that may never change. With insanely good base stats (353 Atk, 268 Def, 218 Sta, 6672 Max CP), a deadly Ground-type arsenal that includes fearsome signature move Precipice Blades, and the ability to serve as a Fire-type attacker as well, there simply isn't much that Groudon can't accomplish.
The Primal Boost it possesses improves the power of Ground, Fire, and Grass-type allies in the raid, it can devastate targets with its best movesets. It has incredible stats for a creature with over 4,000 Combat Power. No matter how a player slices it, Primal Groudon isn't going anywhere and will remain in the raid meta indefinitely.
