This isn't a secret, and the hype is already building as we see this fabled Pokemon's return just a few weeks after it appeared in Elite Raids globally as part of the ongoing Shared Skies season.

Pokemon GO trainers should be hyped up as Mega Rayquaza Elite Raids will return on August 3, 2024, and remain active at 1:00 PM and 6:00 PM local time. This Elite Raid is a "special global makeup event" and not part of Niantic's roadmap for the year.
This Pocket Monster has amazing offensive abilities, and Mega Rayquaza with Dragon Ascent is currently the strongest mixed attacker in Pokemon GO for PvE battles like Gyms or Raids. For those who missed out in June, this is a golden opportunity to snag this powerful Dragon/Flying-type Pokemon and even mega evolve it.
And if that's not enough, you also stand a chance of capturing a Shiny Rayquaza from these Elite Raids, making it all the more worthwhile.

Why were Pokemon GO players unhappy with the Mega Rayquaza Elite Raids?
Pokemon GO trainers had already expressed dissatisfaction with the Mega Rayquaza Elite Raids that required players to be physically present, without the option of using Remote Raid Passes for it.
In some instances, Elite Gyms would not load the Raid at all, prompting players to look for other Elite Gyms that can host Mega Rayquaza. Being a strictly time-limited event, this is a massive inconvenience for trainers because many places do not have Elite Gyms for miles.

Another major presenting problem was with the Meteorite Fragments, which are needed to teach Rayquaza its exclusive Dragon Ascent move (which was also a requisite for its mega evolution). Trainers had complained about not receiving notifications in-game about the event's end, which caused many to lose out on these Meteorite Fragments despite completing all missions to unlock them as rewards.
