Wooper is the perfect Pokemon, able to beat entire games on its own, taking down champions with ease, and definitely has no evolution because it's already perfect. In all seriousness, Wooper is not the best Pokemon but it doesn’t need to be. It and its evolution Quagsire are beloved among many and while it may be untrue by the numbers, it's true that this little water/ground type Pokemon is perfect for those who adore them.

Appearance
Wooper resembles an axolotl, however it has no arms and stands upright. It does have the signature branching gills sticking out from the sides of its head which are iconic in axolotls. It's mostly a light blue but its gills are purple and it has small stripes on its stomach which are a darker blue. It has a short thick tail as well which is that same light blue color.
Behavior
Wooper is often oblivious and easily distracted. Woopers live in cold, muddy water which it burrows into the mud under when sleeping. Due to it needing the hydration, Wooper rarely leaves the water, but on wet days it wanders along the shore looking for food. When out of the water, it covers itself with a slimy film both to keep it hydrated and to keep it safe as the slime is toxic to the touch. Wooper’s natural predator is the evil, heartless Arbok, which hunts these poor innocent creatures without remorse. How dare they!
Strengths and Weaknesses
Though it may seem like another ‘Wooper is perfect’ joke, Wooper has one of the better typings in the entire Pokemon series, only beaten out by few other type combinations and steel types. Its dual water/ground typing ensures that it has a decent amount of resistances and very few weaknesses. It's completely immune to electric type moves and takes only half damage from poison, rock, steel, and fire type moves. It's only weakness is the grass type, which it unfortunately takes quadruple damage from.
Beta Wooper
During a Nintendo leak, information on a beta version of Pokemon Gold and Silver was released. Within these files were those relating to early designs of Pokemon, including this one, dubbed Beta Wooper due to it being the early version of Wooper’s design. Beta Wooper is a lot stockier than the Wooper we know today and has four limbs which are all legs. Beta Wooper still has axolotl-like gills however they are shaped like whiskers rather than branches. Beta Wooper also has a different expression, looking very nonplussed rather than the constant state of surprise that release Wooper is known for.
Best Moveset for Wooper
Tank: Wooper’s highest stat is its health, meaning its best used as a Pokemon which can take lots of damage and deal out little retaliations to outlast their opponent. Because it is unevolved, giving it an Evolite will boost its defenses and be perfect for this set. Otherwise, the core of the set is stall moves like Yawn, Encore, and Recover, which can make the battle last longer and allow Wooper to attack more in order to make up for the low damage.
