Peter Ballard made a friend named Eleven, who was portrayed by actress Millie Bobby Brown, while he worked as an orderly at the Hawkins Lab. However, Peter's true goal in approaching Eleven was to use their combined abilities to annihilate humanity. Eleven declined, and he turned on her. Peter/Henry was consequently sent to the Upside Down, where he would stay until he changed into a creature called Vecna.
In “Stranger Things” season 4, Vecna inevitably takes on the role of the show's main antagonist. Vecna has telekinesis and mind control, just like Henry did in his human form. The Duffer Brothers, better known as Matt and Ross Duffer, are the creators of “Stranger Things.” They also serve as the showrunners, head writers, and directors of many of the episodes. To keep with the original Montauk concept, the brothers wanted to shoot the series in and around the Long Island region.
The production began scouting locations in and around Atlanta, Georgia, because it was difficult to shoot on Long Island in the cold weather in November 2015 because of the filming schedule. The brothers, who were raised in North Carolina, discovered many locations there that brought back memories of their own childhoods and thought the setting would be a good fit for the narrative shift to the fictional town of Hawkins, Indiana.
