During the Attitude era, there were two feuding heel factions that seemed more intent on destroying each other than defeating Champion Stone Cold Steve Austin; The Corporation, run by Vince McMahon, and the Ministry of Darkness, ruled by the Undertaker.

Bit by bit, it seemed as if the Corporation was going to cooperate with Steve Austin, as the Ministry was troubling them both. Austin had been crucified by the Undertaker, and so was Stephanie McMahon. All the while, Taker continued to refer to a 'higher power,' someone he answered who was far more evil and powerful.
Fans speculated as to who it could be – the smart money, as it were, was on Jake the Snake Roberts or Paul Bearer – but when the Higher power was revealed, it took many fans by total surprise.
