In order to fulfill Scott Hall's role in the nWo, you need a big, experienced wrestler who has a kind of bad boy reputation/vibe.
There's no better fit for this than Randy Orton. Like Hall was in 1995, he's a ten plus year veteran of the sport who sometimes acts like a frat boy instead of a married father. Randy's bad boy reputation and consummate skill and prestige make him a good fit for the new nWo.
